Does Arvoris have a server location in Italy?+
Not a dedicated PoP, but that matters less than it sounds. Cloudflare has anycast presence in Milan and Rome, so Italian players' traffic enters the protection network inside Italy. From there it rides Cloudflare's backbone to the Frankfurt (FRA) PoP, where Cryo does Minecraft-aware filtering. Typical end-to-end added latency is 20–35 ms.
What ping will players on TIM, Vodafone or Fastweb get?+
All three major Italian ISPs peer well with Cloudflare in Milan, so the first hop is usually single-digit milliseconds. The full path through Frankfurt lands most Italian players in the 20–35 ms range — comfortably below anything that affects PvP.
Is there a free plan for a small Italian server?+

Will bans and IP-based plugins still work?+
Yes. PROXY protocol is enabled on every plan including Free, so your server sees each player's real IP instead of the proxy's. Vanilla bans, AuthMe, GeoIP plugins and vote listeners keep working unchanged.
